Lisa Swinney an erudite civil servant pursuing her dreams as a scholar-practitioner in the field of organizational leadership and human resources management has served as a HR Practitioner during the past three decades, working with various Federal agencies such as the US Department of Agriculture (USDA), the Department of the Interior(DOI), and the Federal Emergency Management Agency (FEMA). During the last eight years as a Human Resource Business Advisor within the Department of Housing and Urban Development (HUD), she serves as the Pathways Program Officer (PPO), with responsibilities for the Student Interns, Recent Graduates and the Presidential Management Fellows (PMF) programs, providing advice, guidance and information to managers on the benefits of using these hiring programs. She resides in Southern Maryland and enjoys volunteerism, supporting charitable organizations and serving as a Girls Scout Troop leader.
