Speaker Bio
The Federal Deposit Insurance Corporation (FDIC) named Sylvia Burns as the agency’s Chief Information Officer and Chief Privacy Officer on January 16, 2020. She is leading the FDIC’s IT modernization shifting the organization to cloud-based platforms and software that are more responsive to the FDIC’s dynamic business needs. As part of the modernization effort, she is moving her organization towards an Agile, DevSecOps operating model. Ms. Burns originally joined the FDIC in September 2018 as Deputy Chief Information Officer (DCIO) for Enterprise Strategy.

Prior to that, Ms. Burns served as the CIO of the Department of the Interior (DOI) where she oversaw the Department’s over $1 billion IT portfolio and led the implementation of the Federal Information Technology Acquisition Reform Act (FITARA). Ms. Burns has been leading the interagency Zero Trust Architectures (ZTA) steering group the Federal CIO Council since 2018. The group works in close collaboration with OMB, DHS, the National Institute of Standards and Technology (NIST) and supported the development of NIST SP 800-207.

After completing her Master’s Degree in 1994 at Stony Brook University, Ms. Burns began her public service career at the International Trade Administration (ITA) of the U.S. Department of Commerce as a Presidential Management Intern. She is a member of the Senior Executive Service and a graduate of the Council in Excellence in Government (now Partnership for Public Service) eGovernment Fellowship Program.
