Nicole Willis is the Chief Enterprise Architect and Director of Architecture and Transformation, for the Department of Health and Human Services (HHS), Office of Inspector General (OIG), Office of the Chief Information Officer (OCIO). As the Director of Architecture and Transformation, Nicole oversees the IT Business Management, Enterprise Architecture, IT Governance, and Product Management functions for the OIG enterprise. Under Nicole’s leadership, she has unified the strategic operational needs and Enterprise Architecture practices to enable business transformation and enhance product delivery. Her team has moved OIG towards a modernized application portfolio that leverages emerging technology. She has applied these transformative business strategies to uses architecture and technology assessments to improve OIG’s ability to meet its mission.
Prior to joining HHS OIG, Nicole was the Deputy Chief Enterprise Architect for the Department of Homeland Security’s 7-billion-dollar IT portfolio. Nicole led the development and monitoring of target architecture and transition plans to improve the human capital, financial management, cybersecurity, tactical communications, IT infrastructure, FOIA, and the enterprise architecture for over 240 IT investments.
She holds a Master’s in Information Technology, holds several IT management certifications, and received her Bachelor of Business Administration from Fordham University. Nicole enjoys traveling to complete running and walking events.
